Even if it's not full it's like 90% so it's still too low. Maybe it's not the max setting for the character and it could still be build up after acquiring stat points or smth.

I doubt Luffy strongest attack in the game is Red Hawk. Grizzly magnum is stronger and any G4 attack also.

So those picture might not be accurate concerning the final game. Furthermore I guess that because it a RPG one can make each attack stronger.
