I don't think that he'll end it by 2030, but he'll end it at some time. However, at this point I feel that Togashi will only end HxH if he outsources the art to others and focuses only on the story (which seems to be out of question).
He saw what happened to Miura though, so he probably left some HxH's main plot notes or even spoke about it to his wife and/or closest friends for a posthumous reveal, if needed. And that would be it; I doubt that we'll get a continuation by the hands of someone else, as Togashi made it clear that he either finishes HxH or dies (even though the publishing companies are greedy sharks and HxH is a money-spinner, I doubt that any mangaka would agree to make something contrary to another's wishes).
