Itachi barely reacted to lightning speed. Someone like Raikage is considered one of the fastest characters with lightning speed - something which even Pre-TS Luffy easily reacted to.

Then there are OP high tiers who can react to LS and at the end OP top tiers who can even match that kind of speed.

Average lightning speed moves around mach 1200. That's MHS. These characters can match LS, not to mention they also match the power which moves tectonic plates on continental scale. Either of the admirals solo.

Their hax can work if they can react to them which isn't possible since either admiral statues them. Even Tobi as his intangibility is not some passive ability.
