Why do I think so? Well, let's see:

1) Doflamingo is a Celestial Dragon, why would the proud Celestial Dragons want to clone one of their own?!
2) Moria was deemed as too weak for the Seven Warlords, enough said.
3) Crocodile is logia-type and Dr. Vegapunk can't replicate logia-types so his lineage factor stored experiences aren't that useful.

That's why Oda keep them secret.

They wouldn't have animal theme either.

Not having Seraphim Doffy would be so odd when they even made Mihawk and Hancock who never come to any meeting.

Plus Doffy's DF is a paramecia so easy for Vegapunk to make Doffy's clone and his power.
