Because it certainly feels that way compared to most Marine Ranks , with the likes of John Giant Ordering The Buster Call VA around implying a Hierarchy, Doflamingo trolling Two Vice Admirals but being terrified of Tsuru, Aokiji stomping Saul when they were both Vice Admirals, Kizaru having the ability to influence who becomes a warlord as a Vice Admiral. This isn't to mention the 3 Zodiacs who have a Real life Actor inspiration and Color/Animal Theme much like the Admirals(granted Tensei isn't a Marine Officer)

A lot of this would have been fixed by splitting the Rank into two, with Momonga or Vergo being the Strongest of the Weaker Rank and the stronger Rank being reserved for minimally Jack level guys with the Stronger officers being people who are one or two stat upgrade away from Admiral level.

The problem is that nobody cares about VAs, they are extras that appear here and there to give some hype usually. The exceptions are Garp and Tsuru to a degree (she should be part of the trio along with Garp and Sengoku, but Oda doesn't care to show much) while the others are used for menial stuff like hyping Barto.. at this point, considering the WG, the focus is already on holy knights and gorosei, the admirals themselves are almost surpassed (their last uses were to hype respectively Shanks and Garp), go figure what use can the VAs have now.

There is no salvation for the VA rank at this point.

Whatever Oda says in some random panel such as "miilitary draft", "Admiral candidates" blah blah cant fix their already broken image.

He either gonna continue to use them as hypetools against the SHs or we have to swallow the powercreep that is about to happen.

Oda should have made the SWORD group consist of the most powerful Vice admirals rather than a bunch of amateur lead by undercover rear admiral.

I believe Oda is trying to retcon their strength by using the Rear Admiral rank more and introducing the concept of a G Base Commander and such. So we indeed have Vice Admirals who are above other Vice Admirals.

There's huge wall between Vice-Admiral rank and Admiral rank
This is good because it's mean Vice-Admiral powerlevel can fluctuate for plot convenience

2. New world vice admiral > paradise vice admirals > 4 blues vice admirals
3. Base commander vice admirals > normal vice admirals
4. Zodiac vice admirals > not zodiac vice admirals

Theres no hierarchy but large gaps in power

Oda didnt come up with the Calamaties/SCs > Tobiroppos/Veterans system until post ts.

VAs were initially designed following the same model as WBP commanders

It includes Kata , King , Zoro , Benn in the same tier when they are not.

Yea the Vice Admiral Rank is unconsistent in terms of Strength. You have Fodders like maynard and then you have extremly strong VAs like Tsuru,Momonga,Momosaugi,Chaton and perhaps some like in the Middle like Dobermann/Smoker etc. (I do think Smoker will be way more Powerful the next Time he appears)

Arguably the Marine Ranks suffer from being established before New World Hierarchy was, like @Extravlad said

The Impel Down level 6 is the same, if not worst than the Vice Admiral rank for this reason.

In hindsight, the Commondore rank is worthless and too interchangeable with the Captain rank, especially with Power creep.

It should have been

Captain-50M+ pirates

Commondore - 100M+ pirates

Rear admiral- 300M+ Pirates

Vice Admirals-700M+ Pirates(YC)

I understand, Oda Established the ranks in East Blue before he really had everything planned out, he isn't perfect
