There's huge wall between Vice-Admiral rank and Admiral rank
This is good because it's mean Vice-Admiral powerlevel can fluctuate for plot convenience
I don't see a problem

It is admittedly sad how the Admirals neg diff most of the Vice Admirals.
The strongest should be a low diff.
Not countering Garp and Tsuru for obvious reasons

Captains /commodre being low-mid tiers with some being Vet tiers
Rear Admirals being mid tiers to vet tiers
VAs should have been reserved to those who are YC level
The strongest VAs being strong as Admirals or slightly below
Admirals remain mid top tiers
