No, its haki. Already proven when Hyogoro describes Ryuo the eact same way as BoAT is described
Sounds cointerintuitive as a pattern, almost non sensical for how the names and features look. I will look into it better. Eventually the difference can be spot by the notion that BOAT is about moving things and VOAT about talking things. And still BOAT doesn't implicate an object must move but perhaps the breathing is metaphorically implicated as such quirk.

If we took this into account having BOAT as haki can make a lot of sense, but VOAT is clearly up to debate as well. Also depends on what sensing presence and emotions can implicate, if a merely talkative feature can be factored or not according to Oda. I would say most likely so.

He was submerged enough for it to drain him. Arguably the water covered far more of him than not.
But you know there is difterence between seastone and sea water here. If the tip of Luffy’s finger touches seastone, the man is out… Yet Oda even said that Luffy can soak RELATIVELY comfortably in water as long as 2/3 of his body isnt submerged…

So the effect is different in this regard… He was getting drained but he wasnt submerged enough for it to matter. He has to be 2/3 submerged for it to be equivalent to him touching seastone

Sea stone takeaway the ability to use their DF fully but luffy can still stretch even being fully in water, so sea stone has different effect than the effect of the sea.

Well breath of all things isn’t the canonical name. That’s just a fan name

Um, Luffy's arm was like 10x the size of him. So he was 9/10s submerged. In addition, the sea stone he wore was weaker sea stone that allowed him to move and run freely. In this scene he's being drained just by being there.
