The underworld had enormous potential. It was supposed to be the brokers of an underground world of all kinds of illegal trades in the New World: arms trafficking, human trafficking, and artificial Devil Fruit trafficking… In short, the true hidden bosses of the New World. Their concept was even partially inspired by the dark web, like the livestream on Punk Hazard that resembles redroom.
Yet, since the introduction of these underworld leaders during the Tea Party, nothing has come of it. One would expect them to have bases, influence, and territories, just like the Emperors. But in the end, only Morgans was properly developed: he is a major character in the story, and we know the HQ of his newspaper and his sphere of influence.
The others, however, were poorly utilized and disappointing. Lu Feld was mentioned only once, on a cover page, financing the Mads’ ship. Umit appeared once or twice, showing his company transporting materials for Vegapunk or selling Adam Wood (Adam Wood that Franky could already easily buy in the first part of the Grand Line). These two were barely shown engaging in illegal activities that, in reality, were no more surprising or immoral than legal activities.
As for Drug Peclo and Giberson, they never reappeared in the story. The entire myth of an overpowered underworld, dabbling in illicit and morally dark businesses, completely collapsed. A concept that was dark and full of potential was wasted and extremely poorly developed.
