When this topic comes up, there are two names that typically get thrown around. Yasopp and Van Augur. But I think there is another who could possibly be even stronger.
The unnamed Manmayer Holy Knight from Godvalley
The Manmayers aren’t just a random CD clan. They are portrayed to be amongst the strongest of the CDs.
They were portrayed as rivals of the Figarlands.
Much like the Figarlands, multiple members of the Manmayer family made it into the ranks of the Holy Knights. Guro, Gunko, and the unnamed HK.
But more than this, I think there is another reason why this person has a chance of being the strongest sniper. That being the rare power of the Manmayer clan, the bipolar eyes. Oda intentionally hid this character’s eyes, which makes me think it’s very likely that she has the special bipolar eyes like Gunko and Guro.
Given she is shown using a gun, it would make a lot of sense if she awakened the bipolar eyes and can use them to its fullest potential. Given how much Imu coveted this power, I wouldn’t be surprised if this could make her the strongest sniper in the series.
If so, what does Oda have in store for her? Well, given how Imu is being treated, I doubt he will be the final villain. His treatment is very akin to that of Big Mom, who similarly faced defeat by the hands of Luffy before her official defeat.
If the BBP are the final villains, I can see the Manmayer Knight falling in battle against the BBP, with Van Augur having her eyes transplanted into his head by Doc Q.
Having the Bipolar Eyes and the teleportation fruit, Augur would certainly be the strongest sniper at that point. Making him the perfect fight for EoS Usopp.
