Let's consider Shanks and Mihawk 12 years ago to be low top tiers.
Their duels were legendary and echoed through the grand line.

What he says about Mihawk is that he remembers hearing Shanks and him fighting. That's it. He never once called a scrub like Mihawk legendary. The only thing this says is that time moved fast for Whitebeard.

It was funny when Oda just flat out retconned Fujitora being next to Smoker in Alabasta, like he was just hiding in the back the entire time.

Fuji at minimum was already in the marines, dunno about greenbull but I assume he was too given how much he sucks off Akainu, and there were two other admiral candidates. They are pretty replaceable.

Actually. The draft was great writing i only wish Oda dived into more. The OP world is so vast where it's absolutely unreasonable to assume there aren't Top Tier guys around that simply don't give a fuck about this entire Navy/pirate thing.
No it fucking isn't. The Yonkos/Admirals/Warlords dominate the world balance of power. Even Crocodile being taken out had the Gorosei worried.

Having random Top Tiers walking around outside of this system is idiotic.

VAs have a terrible track record.
I hope you are right, but I fear Oda will do just as he always does.

By the way, I always thought it was absurd that the world draft produced two admirals, but not even one decent VA.
