Besides the whole enslaving people thing for the most part everything the world government does is for the greater good.

They protect the true history because they know if it got out chaos will ensue and crime will rise

They try to keep the balance of powers to try to maintain at least some semblance of peace in the world

There's a reason why the revolutionary army isn't after the world government but the celestial dragons specifically.

Because the world government aren't inherently bad people they're just forced to act on the whims of bad people I.e the celestial dragons and Imu.

We saw that the gorosei at least some of them questioned Imu's use of the mother flame

Who only used it on a specific island because it was close

They're all just following orders and protecting the status quo

Once the celestial dragons get ousted and imu gets pulled from his throne

World is Divided into Three Paths

1. World Government (Alliance of +170 Countries/Kingdoms)
2. Pirates (Sea Criminals who identify as Pirates)
3. Rest (Basically Independent Islands, Criminals, Rebels, Mafia ... etc)

Marine HQ, Great Pirates & Revos Army represent Top Military Groups of each of these Three Paths
But there are Three Kingdoms who basically represent Ultimate Kingdom for each Path

World Government ---> Mary Geoise
Pirates ---> Wano
Independent Groups ---> Elbaf

These Three Kingdoms of Knights, Samurai & Vikings are Main Three Locations of Modern Era Story
And neither of them are Bad, it's just that They were sought by Three Villains who changed their Ways/Purpose

The so-called Bad Guys are not Samurai, Knights or Vikings (Giants), but actually the Villains who took over them like Enel did to Skypiea.
So even though Celestial Dragons need to be Defeated & most of them turned Evil (They are basically bunch of Orochi-Type Characters), but just like Orochi had Kaidou to back him up, CD's also have someone They obey & that's the True Evil inside World Government
