It includes pirates because pirates are nothing more than swordsmen with guns.

Almost no pirate is fighting with bare fists.

Think about it how silly it sounds that pirates are fighting with fists and kicks like goku.

So with this in mind we can safely say that zoro also will surpass a majority of pirates. About 90%.

All the big shots were swordsmen like roger, shanks, oden, shiki, meme etc.

Sanji's fighting with kicks.

Doffy used strings and gun maybe once or twice.

Crocodile used his hook which may be sharp but isn't a sword.

Jinbe used fists and water.

Boa used stoning.

Warlords seem to go against you.

Thats why I said 90% and not 100% some pirates are fighting without swords.
