Most Warlords benefitted the WG in more ways than just being strong

Hancock also has command over Amazon Lily, and she is beautiful
Jinbe was partially selected in order to improve human/fishman relations
Kuma allowed himself to be used by Vegapunk as a science experiment, allowing the WG to invent Pacifistas
Doflamingo had vast Underworld connections, and he also bribed his way into joining
Buggy has command over a lot of strong former prisoners
Law has a DF that the WG is very interested in, and he orchestrated the Rocky Port Incident in order to get invited
Crocodile has command over Baroque Works

The only Warlords invited just for their strength were Mihawk, Weevil, Yami BB, and Prime Moriah
