If we're talking who's gonna be the final villain, I'm still saying Teach just cause he makes the most sense for the story imo. With the way the story's going, the fight against the WG is going to be less "Luffy and co toppling this oppressive power" and more "the WG desperately trying and failing to keep the world under control as everything spirals out of their hands."

I agree on the marine part because of those admirals looking frustrated with the WG but disagree on Gorosei. They showed no sign of falling and it would depends how strong the God Knights are.
The fact that Saint Garling and other GKs were confident enough to face Rocks and Roger Pirates while Saturn was fixated on little Kuma (despite fully knowing well OP pirates are in a noble-WG territory) tells me they’re strong and Gorosei trust them to clean things up. Even Dragon said the “real” battle starts with them.

I don't think they'll completely crumble but the ones at the top will get pulled down from their golden thrones
Dragon said himself the goal isn't to take down the wg its to take out the celestial dragons that run it
Once the celestial dragons are out then the world government can be restructured and redeveloped into a genuine force of good
Tho they'll need an incredible PR team to gain the people's trust back especially after the whole slave thing
