You're absolutely right... Cross Guild really does open the door for practically anyone to join. Even those minor bounty hunter characters.

This is why Oda is a genius. His world he created is an actual world where characters don't just disappear. I'm certain every character in the series will make a reappearance at some point in this final saga. Oda has thoroughly setup everything for something like this to even happen. Wano in this case was not a failure, for a failure implies a thing to be completed, and Wano is clearly not over. The Cross Guild might become the new World Government... Buggy for president?
