He wasn't an Admiral.
Zephyr (filler or not Oda wrote his backstory) was the youngest Admiral at age 38.
Dragon created the RA at age 33 and even before that he had the freedom army or something.
He wasn't an Admiral just some bum Garp raised.

As for dragon's powers, there are 3 possibilities:

great thread though. i never noticed that was the same scene and it seems like most people didnt either. the wiki still acts like dragon having wind powers is "unconfirmed" and only mentions that he saved sabo, not that he appeared there suddenly and then just as suddenly moved to shimotsuki. as far as im concerned dragon traveling instantly from goa kingdom to shimotsuki village with dark clouds flying off his body kind of confirms wind powers
