The digital coloring isn't necessarily the canon scheme even if it comes from a official source. Giolla is the best example, actually, as its original color scheme in the digital version was changed to the anime's after Oda used the latter in a volume cover. For all we know, this misterious character may not be blonde no matter this cover.
You mean like Vergo falling before Doflamingo's main arc? Relevance isn't always about power level. If the timeskip was power growth related then it makes sense for Rayleigh to have a role, but if Scopper was in fact the navigator then he would be way more useful in a plot point where finding islands is the most important thing.
