It also makes sense if you look at it from the perspective of the wg, like would they really care about who took out Commanders etc, during a time where two Emperors fell?

YCs won't be insignificant as it is what 2nd most important character achieved in this arc while Luffy got infamous due to defeating 2YCs and got the reactions of all grear or major pirates.

If I were to take luffy on alone scale. he would fall around 2-2.5 B Bounty cuz Blackbeard himself didn't cross 2.247

He's struck on 2.2B bounty coz all he did was defeating remnants of WBPs that is a group of YCs or below but no high top tier like emperors.

Just like Luffy who 1.5B for defeating 2 YCs but difference is Luffy didn't capture any territory like what BB did.

I really don't think anyone alone can surpass the bounty 4 B.
