Rob design is cool, and his overall design is stylish, he served well enough as a simple villain, but his personality and character itself are extremely basic as evidenced by Oda dividing the antagonist role with Spandam

Lucci is the muscles, the one Luffy will fight, Spandam is the actual personal villain, that we hate, and do all evil things, Lucci just follows.

He has no actual depth, but Oda don't need that from Rob, so as a threatening and cool villain he is ok

I think Lucci is first commander lvl which is good and shows Luffys Growth, even though Lucci is not Yonkou lvl i think he has a chance to defeat Kidd and Law or maybe just Kidd.
