Never heard of this but it could be True, cuz Enies Lobby, Impel Down & Marineford are next to each other.
I also know that Amazon Lily was supposed to happen much later, but Oda wanted to get done with it before his Daughter grows up or enters School or something, i forgot exactly why.
It also matches thematically.
Morgan was Power Villain, followed by Wealth Villain Buggy, followed by Fame Villain Kuro who was Tired of being a Pirate.
Then We got Krieg who was Power Villain, followed by Wealth Taker Arlong, followed by Wapol who got Tired of being a Pirate.
Then We got Crocodile who was Power Villain, followed by Wealth Villain Enel, it makes sense that They wd be followed by Moria who got Tired of being a Pirate.
Enies Lobby, Impel Down & Marineford were the odd Arcs because They weren't about saving any Place, Luffy was the Invader himself & no Society needed to be Liberated, only Individuals saved.
So apparently the Pattern was always planned to be Power ---> Wealth ---> Fame.
Even Post-TS, We had Hody who was Power Obsessed, followed by the Business Man Caesar, followed by Doffy who was tired of playing Pirate.
Morgan, Krieg, Crocodile & Hody wanted to Conquer The World.
Buggy, Arlong, Enel, Caesar wanted to Buy The World.
Kuro, Wapol, Moria & Doffy wanted to Inherit The World.
Following Doffy, We had Kaidou who was another Power Villain obsessed with Military Might & Conquering.
Now Last Two remain.
So yeah, i think Moria was indeed planned to be right after Enel.

Then We should soon witness Final Wealth Villain, who is Ultimate Version of Buggy, Arlong, Enel & Caesar.
We already know who that is, just like Buggy, Arlong, Enel & Caesar were Gold Diggers, it needs to be a Villain who is forcing People to "Pay",
You can also notice that if anyone tried to Rebel, what would happen? Buggy had his Cannon, Arlong would send Momoo, Enel would use his Heaven Judgment and Caesar had Smiley, so these Wealth Villains also have a "Weapon of Mass Destruction" to make any Resistance Pointless
It's clear that WG represent Final Wealth Villains, as They already showcased their Own Version of that Weapon, and They force their Kingdoms to pay Heavenly Tribute, their Saga already started with Egghead
Which leaves us with Final Fame Villain who is a Pirate tired of being one & wanted to have his own Kingdom,
Just like Kuro's Plan to Inherit Kaya or Wapol who ended up having Black Drum Kingdom or Doffy who became King of Dressrosa or Moria who stole an entire Island/Castle & made it his Kingdom
This Final Villain Reveal is gonna be similar to Kuro Reveal or Doffy Reveal or Wapol Reveal,
Meaning SHs will meet this guy but won't know that He is The Big Bad Wolf until later, when his "Secret" Right-Hand Man Reveals it,
Just like Jango, Vergo & Dalton (Former in this case)
So Final Villain is a Huge Secret, only his Right-Hand Man can tell us about him, and there are so many Candidates tbh,
I think He is Story's Jango,
Meaning He is Main Secondary Villain of entire Story, Final Villain is waiting for him,
He will be Defeated Simultaneously with Final Villain,
And He is Enemy No. 1 of entire Story Main Ally (Basically Equivalent of a SH in their own Arc)
That's obviously Shanks
So We got our Usopp & our Jango, and Going Merry represented our One Piece,
Now i'm just waiting to see who is our Kuro & our Kaya/Merry

I can totally see the vision.
- the klabautermann's appearance in Skypiea
- then immediately the encounter with Foxy and the references to Davy Jones and his locker at the bottom of the sea
- then the mysterious Zunisha-like creatures in the Florian Triangle
- followed by TB's horror-themed island
- and ultimately the introduction to the CP9, secret agents of the WG demons, and the flashback on demon child Robin.
I can totally see the vision.
