I mean, in your op you assume Blackbeard is being fought prior to Laugh Tale by himself and not on it lol. Post Wano has repeatedly set up the 4 Yonko, the Marines, The Revolutionary Army, and the WG all clashing eventually one way or another.
Blackbeard has a lot to do before he and Luffy clash, be it ancient weapons or his plans against the Government, not to mention Shanks' involvement in this. You quite literally and haphazardly assume Elbaf leads us straight to a conflict with Blackbeard, which isnt true at all and not what the series is leading towards (yet).
If you need examples, here you go:
Example 1: Ryokugyuu claiming the Marines will clash with Shanks
Example 2: Cross Guild has put Bounties on Marines. Sengoku specifically talks about dealing with them
Examples 3: Garp has been captured by Blackbeard Pirates, and is planning something against the Marines/WG
Example 4: Shanks intends to fight Blackbeard:
Example 5: Akainu plans on fighting literallt everyone (no this scene does not link Sabo and Akainu, this about the Marines fighting back rebellions around the world):
Example 6: The RA intend to go after God Knights (so not the Marines), and its strongly implied to be starting soon given Shamrock returning to Mariejoa and the 2 factions clashing:

Blackbeard does NOT have to be next nor is he even implied to be. Theres so much going on that even if Blackbeard was involved in the next arc, he could be fighting Shanks while Luffy fights Akainu in Lodestar.
Blackbeard defeating Shanks would potentially give him the 4 RPs needed to go to LT, especially if Scopper is the Burned Scar Man. Even then, hes not below stealing rubbings from people. Whos to say him and Luffy both cant reach LT and directly fight over The One Piece.
