Toji is town level or at least he could destroy curses that could be called town level but Zoro wins this fight because he's far tougher and has far better reactions than Toji at close range. If you have those and if you have enough raw power, you could kill most JJK characters. Zoro'd cut off Toji's head ten seconds into the fight.

Toji's body alone was strong enough to over come the soul of the other guy. Meaning his will must be freaking immeasurable.
Will = Haki , so in OP terms he would be a top tier haki-user, every version of Zoro loses except for post Wano KOH.

Maki feat to be able to dodge Naoya Mach 3 speed is no joke too

Same for her to tank the Mach 3 hit without too much damage

That’s a solid grand line level feat
