Hey guys, this theory is actually a variation of one of Ohara's theorys on the origin of the Ancient Kingdom. It will discuss a particular symbol that appears in various places such as the Kozuki crest, the Alabasta flag, and the crest of the Shandians.
What I think this symbol could represent, is actually very similar to Kozuki Oden's story and Toki's prophecy, and it could be hinting as to what may happen in the events to come.
To begin, these symbols are most likely connected, and It may not be a coincedence that each of these symbols is comprised of a middle circle, and specifically 8 surrounding circles.

Now, with the recent developments in the manga, and how we are introduced to Nika, the Sun God, and Luffy awakening that very fruit, what if this symbol is meant to represent the Sun, and 8 revolving planets? The same as our solar system. In this case, the Sun being Luffy, and 8 allies.
In total, Luffy + his 8 allies, would equal 9 people in total.
Now let's take a look at Toki's prophecy:
Toki's Prophecy:
You may ask, what is the significance of this to the end of the story since this prophecy has already been fulfilled? Well, has it been already fulfilled? Do we know for certain that Toki was referring to the Akazaya Nine taking down Kaido and Orochi? That could have been one interpretation of it, but here is what we know and what we can assume:
Toki lived 800 years ago, she lived near the end of the void century, and she may have carried this prophecy or speech from the Ancient Kingdom, perhaps its ruler, from all the way back then till now. Perhaps she delivered the speech before she died, and it was actually meant for the final war/the liberation of the world, but it also fit for the Akazaya Nine taking down Kaido and Orochi as well.
It may be the case that the Dawn, and the 9 shadows that Toki is talking about, are 9 D. clan members that will liberate the world.
You may also be asking, well, how does this tie into Oden's story? Well, Oden could have been foreshadowing these events, he could be seen as the sun, and the 8 circles revolving around the sun could represent each of his retainer.
You may be wondering, but Oden had 9 retainers, the Akazaya Nine: That is correct; however, Kanjuro was a traitor, and there may also be a traitor amongst the D. clan members, the 9 D. clan members that would surround Luffy, perhaps the person that betrayed the D. clan and that is meant to parallel Kanjuro's treachery is actually, Marshall D. Teach, or Blackbeard.
One scenario could be that there are D. clan members that we will be introduced to later in the story. In that case, the possible D. clan candidates to be Luffy's allies of liberating the would are:
Monkey D. Dragon
Trafalgar D. Water Law
Monkey D. Garp
