Conquerors is a power you can’t train to grow stronger with it’s strength being based on the overall strength of the person who has it

That being said if all conquerors weren’t allowed to use it who would be top 10?

I'm gonna include Mihawk as a confirmed conqueror, and I'm not counting Gorosei.

1.Whitebeard - Gura too stronk
2.Mihawk - Attacks are too lethal
3.Luffy - G5 is still ridiculous
4.Sengoku? - Shockwaves already do crazy internal damage

Rest (don't feel like ranking them but they're below the above 4)

Conquerors is spirit so there’s no direct way to make it stronger. So it should be based on strengthening your body (armament) and mind (observation)

Maybe there is a unknown way to strengthen your spirit/soul (conquerors) that Roger and shanks might know but so for there isn’t

Which usually goes by hand.

But it aint the main point.

Otherwise, you are able to train your CoC by training lol, which is the main point.

And as it cant be measured, its hard to scale it.

Mihawk wouldn't be able to tame the greatest blade in existence without CoC, let alone turn it black.

So Shanks would be top 1 if CoC didn't exist.
