The problem here is that Kuzan could have chosen to try to put a stop to it but he chose to basically say "fuck it" and went along with it. So that's not a good excuse at least in my book. A good person would never put up with shit like that

Nah Kuzan isn't a good guy, but I think its a difference between killing political targets versus killing civilians that are not targets in cold blood. So yeah Kuzan may be evil for going along and just saying "thats just my job" but still wasnt as evil as just do a genocide on a whole island

Well by doing nothing to stop it and even killing the only person who tried to stop it (Jaguar D Saul) he essentially did partake in the genocide of a whole island. Also, every tyrannical government in history has tried to justify the murder of innocents by labeling them "political enemies".
As I said: I'm judging this based on how we would look at those characters if they actually did this shit in our world and Kuzan would go into the history books as an evil genocidal general.

I mean you can, but then most people in the world are because they dont activly fight against the global trade system we live under now, where kids work in sweatshops and mine minerals till death while having toxic fumes and sludge poising them. No I don't think that a citizen who did nothing because they feared getting executed were as evil as Hitler and that wasn't the point of that analogy. The point of that analogy was to show that just because some tyrannical dictatorship puts some tyrannical laws into place, doesn't make people who break those tyrannical laws deserving of death. Also, Kuzan didn't just "do nothing". he was an active part and even killed the only person who tried to help out those people.

Yes but the Jews didn’t have the potential to awaken three weapons of world destruction.

The scholars in Ohara could have done. What Kuzan did in Ohara was not right, and as a result of it he changed his philosophy and started to question what justice is, because it could have driven him mad. But from his perspective at the time he was trying to stop a group of rogue architects who’s research had genuinely apocalyptic potential. They weren’t civilians, and he was horrified at Sakazuki going after the genuine civilians.

I mean I can see and respect your point but personally I still have to put him on this list. He clearly took part in an evil act here. It's good that he changed though. The point of this list was to look at how these characters would be perceived in our world. I don't think people would make so many excuses for Kuzan if this actually happened is my point and his killing of Jaguar, the only person who was willing to do the right thing and help out, really cements that for me.

It's subjective and not At the same time cause really the winners define that and the morals and values change as sometimes the losing party becomes victorious so...
