Why are people so obsessed with Bogard. He is barely a character, Oda didn't even give him an introduction box. Instead of complaining why Bogard has no relevance, we should complain about Tsuru.
She was introduced in chapter 234 along with Sengoku, Whitebeard, Doflamingo, Kuma, Blackbeard.
Everyone that appeared in that chapter had a role later in the story EXCEPT Tsuru.
She had cameos in Marineford and Dressrosa, but she didn't really have that much screentime and I hope Oda does something with her.

I never saw Tsuru has powerful she's just an old lady that happens to be from Garps era

Has for Bogard I can't speak for others but his design is what first sparked my hopes for him to be somewhat powerful he doesn't wear your standard fodder marine uniform

If Yamao was destined to join the Straw Hats, Oda should have completely erased Kinemon's character and replaced him with Yamao.
That way, before she officially joined at end of Wano arc, she would have travelled together with the crew in Punk Hazard, Dressrosa, Zou, and WCI arc (made her coming along to WCI), rather than made her appearing in last minute in act 3. Just like Jinbe who already accompanied Luffy in Impel Down and Marineford arc.
