Here's my list if who I think is the top 5 observation haki users in one piece
Disclaimer- this list is based purely off what I've seen in the manga/anime so I won't be counting information told in an sbs or data book or whatever
With that out of the way let's begin
5. Rebecca- the warrior princess a character with vast amounts of potential now in terms of physical strength she isn't exactly a Power house but from what I saw her observation haki was actually really impressive think about this how many characters in dressrosa was able to dodge Hakuba? I'm pretty sure she's the only one. Robin managed to track and grab him but Rebecca despite not being very powerful was able to avoid his attack. Which is impressive for a princess in a foreign land
4. Koby- Even preskip during the war kovy showed the beginnings of great observations haki to the point it overwhelmed him fast forward post time skip his observation haki has grown to the point of being able to sense danger from a ship miles away under water in a submarine and even sensed a missle coming once he fine tunes it, he may raise higher
3. Enel- his observation haki or mantra has they called it in skypeia was so fine tuned he could since anyone and everyone on the island and know exactly what they where doing his observation haki allowed him to accurately pin point a person's location and then smite them from upon high if that's not impressive then idk what is
2. Fujitora- dude is blind but can see the world better than anyone what more can I say? His observation haki is so great he can see the aura of others he knows what's in their heart if they are good or bad and despite being blind he became admiral ?
Honorable mentions- Kat, Luffy, Kaido, mihawk, Yasopp
What do most of these characters have in common? Future Sight and I didn't want to make a list of just future sight characters when there's been more impressive usage of observation haki and mihawk hasn't shown his ob haki in story yet

1- Shanks- shanks may very well have the best observation haki especially future sight whenever kaido or Katakuri used it they seemingly only saw mere seconds into the future but Shanks looked like he saw a lot further also the fact he was called the observation killer speaks volumes
