Inside the tower he 100% crub stomps Urek, we see that Urek is going pretty fast sure, but Enryu entered the tower straight at the 43rd floor and 1st thing he did was to kill an admin.
Meaning he can pretty much do whatever the fk he wants while Urek is still looking for a way to get out.....

Outside god doesn't even scale to the shining ones though?
I mean, they can invade his story and verse of which the outside god cannot even stop them nor do the same thing himself.
They're from a much bigger and stronger cosmology, potentiakky infinite multiveresal scale of which they were the strongest in this verse before Phanta himself individually surpassed them so how would Enryu come anywhere near close to Urek outside when he's above Enryus master by leaps and bounds?
Enryu would be the equivalent of a bagger in Ureks cosmology, he doesn't come even close.
