He's limited to two clones but once he duplicates himself enough, he amass an army of anyone he has measurements for. He was legit about to make 20,000 Dabis but held back because they didn't want to murder everyone.

Naruto clones are gonna be way stronger than Twice clones but Dabi or Shigaraki clones will be what really hits Naruto hard. He has a stamina limit here with the most we've had him use being 1k against Kimimaro but that was with the Kyuubi's chakra.

So, probably Twice because he can more easily replace his numbers.
