Since we also know he was working with the Revos, it would make sense that he might invent a "tyrant" public face so that he could become a Warlord and be a double agent. Are all of the stories about his atrocities just part of that image he created, or do you think there's a kernel of truth to them? He may have had to prove his loyalty to the WG like Law did.
