The anime isn't a reliable source to confirm anything. They got Marco's color scheme wrong when it was thought he was just a background character.

Ryokugyu will also, most likely, continue the trend set forth by the other Admirals by having a design based on a famous and respected Japanese actor. Ushimaru resembles Zoro, not a real world actor. And he has been confirmed deceased on several occasions.
