Daruma was surely stronger, as the rest of the officers from the New Fishman Pirates. He may actually be even stronger than Arlong, as he used the energy steroids against Usopp. Look at what Usopp said about Hody's power (without steroids) in chapter #617:

With steroids Hody was able to hold his own against G2/G3 post-skip Luffy. And well, Usopp had a much easier time against Daruma compared to his fight against Chew... he surely got much stronger after the timeskip.
