There is a clear distinction between a sniper and a gunner.

A sniper can shoot for a long distance while gunners like Beckman and Roo can shoot at a certain distance but not for a long distance.

So Usopp doesn't have to surpass Beckman to be the best sniper in the world. He just needs to surpass his father Yassop and Van Augur.

Hell, Hibari is a better sniper than Beckman and Roo lol.
