In the One Piece live action after 2 decades of users saying he's black and random race baiters jumping in to say nah he's the same shade as everybody else. Decades of gaslighting and nobody takes responsibility. Usopp is also the clown of the crew and kind of an ambarrasment at this point.

So it's like a loss/win. But mostly a loss for black one piece fans.

He's black in the live action, and it does fit him very well, but the live action is not the manga.

Neither him, Lucky Roux, Nojiko or Yasopp are black in the manga.
