Bihei is probably around a fodder marine level and Usopp is above that

Usopp survived a 4 ton stick to the head, the stick was used by someone much stronger than Mou Bu. Bi hei or any other Kingdom character, including Houken, would be killed by much less, none of them would survive a blow from Moubu's mace to the head.
