Usopp can tank a lot of attacks, he is a smart fighter, he quite fast for the MHA world, and his AP is far from being bad here.

He can be a 10 heroes. Not top 5 but if Kamui Woods is in here.....

AM, Endeavor, Hawks, Edgeshot, Mirko and Jeanist are likely a bit above. But Usopp will be strong in MHA.

15 - 30. I think Usopp would be terrific at taking credit for other heroes' jobs, but would probably be too cowardly to be a first responder. His approval ratings would be mixed as he's a braggart and I can see plenty disliking his attitude.

I don't feel like he can be anywhere close to the top 10, he lacks the majestic hax many top tier heroes possess, who are also a bit faster than Usopp and much physically stronger.

My bet is top 20 in the best of cases. His sniping skills should indeed make him an hero and not a villain btw.
