Usopp has no best arc bro. He makes an azz of himself in every arc and loses a little of what little fans he had.
If he had a decent arc, it was when he left the crew due to a disagreement about their ship. When Usopp chose to stand by the ship instead of abandoning it like the rest of the crew, it showed that usopp had the courage and conviction to defend what he believed was right no matter who it offended or what bridge was burned in the process. Even if it meant taking on Goofy who was infinitely stronger than him, Usopp was fearless and didn't back off, but instead he displayed a scary potential for strategy that proofed to be challenging for even Goofy. Although he had an incredible development and grew a lot as a character in that arc, in the end, all of it was for nothing. Usopp would ultimately fold, cry and beg to be accepted back, and his character would be reset to once again a bumbling craven. This character is a tragedy
