There is already a bad popularity for the World Government because of the Revs Army taking more and more islands. Also,Imu's use of Mother Flame created bad climate events all over the world. Then you got Cross Guild hunting Marines. Now,this Egghead incident,with Vegapunk's message.
As we wont have another timeskip until the very end of the series,its clear that "in universe time" the World Government is going to fall in the next few months. A big event like this cant happen suddendly,so Oda is masterfully creating all the conditions to make World Government's popularity among the people go down and down,and he is also making the World Government losing gradually more and more weapons and resources.
