Based on Chapter 1007, it is reasonable to say and I am fairly confident Vegapunk did not want to give his "failed" Devil Fruit to the World Government.
I don't know if Momonosuke can swim/handle water. If he can, please feel free to show panel/episode. But, what if Vegapunk has his own stash of Artificial Devil Fruits that work just as real Devil Fruits.

Except in the case of these fruits, the weaknesses have been eliminated and the Water Dangers aren't there. If that's the case, that's a relative strong and free Power Ups that could be given to any of the strawhats should the time come where they may meet Vegapunk. It could be strictly Zoans. Or even Logia's and Paramecia's.

I just wanna see my guy Franky, and Nami get some busted Devil Fruits.
Maybe Franky finally gets a real Laser DF. Or Nami gets the real Goro Goro No Mi as the final Power Up against Stussy.

I think the SBS on what fruits the devil fruitless Strawhats would have was the death knell on any of them getting fruits in the future. And it's understandable. Giving someone like Franky a fruit at this stage would greatly change how he fights, and Oda made sure to give them fruits closest to their current style, but all of them are in the hands of characters still alive.

@Chrono has the theory that Judge's modifications on his children is exactly giving them DF's abilities without the swim curse drawback.
They both worked together and discovered the DNA shenanigan.
Dont think its a stretch to think Vegapunk might have more "perfected" DF's at his disposal.

When we get to Vegapunk, I'm sure everyone will get a boatload of power ups and scores.

Nami's probably going to get Prometheus and Zeus this arc. Maybe she'll get some sort of ice power-up from Vegapunk. There are some theories that Teach is connected to Vegapunk, maybe the Blackbeard Pirates will attack him and steal copies of powerful devil fruits.
