I have just now realized that my idea fits well with the Dr. Gero/Vegapunk parallel. Gero is the evil scientist from Dragonball. He created Androids. Three Androids play a big role in DBZ. Android 16 is a big but gentle guy, who doesn't want to do harm. Oda based Kuma loosely on him.
Android 17 and 18 were human twins that were turned into cyborgs. They kept their teenage appearance because of that. They stopped aging.
In One Piece there are two women who don't age: Bonney and Sugar. Vegapunk will turn both into mindless cyborgs, like Kuma.Why?
Doflamingo told us about the National Treasure of Maryjoa. It is so powerful that he could take over the world with it. Problem is, he needs eternal youth to be able to use it. Those two women have eternal youth. They can use it. As mindless cyborgs, they will use it on behalf of the governmetn.
Imu might be based a little on Cell, meaning he might take over their bodies later, to be able to leave Pangea Castle.
