I do think there’s a good chance of vivi basically leading the world by example once imu is out and the world government is taken out.
As to how I think maybe she’ll end up gathering allies that mirror the world governments forces but rehabilitated basically
- She probably already has other kingdom rulers willing to side with her. The most obvious one’s being the ones that like luffy
- The sword members like Garp said are the future of the marines. So them allying with vivi instead of akainu/imu kinda makes sense. They also have a love for luffy in common with Koby
- The strawhats weren’t warlords well besides Jinbe but they could be allied pirates
- I’m sure they would be other pirates too maybe all 11 supernova but eh idk. I do think it’s possible they all might reunite and team up against the marines/wg
- As for cipher pol maybe she could end up taming Lucci if not all of the cp9 turned cp0
- I don’t think any of the impel down guards are really all that bad so maybe they can stay but the prison system itself changes
