Its crazy how after soo many years of manga the powerscalers still are unable to understand the bounty system.
Its quite clear that high bounties range from 200 to 400, as we have seen with the Shichibukai, Supernovas and other veteran captains from the NW. The ones over 500 are only for exeptional people or the main officers of the Emperors, that are seen by the marines as the real military threat to them.
Sabo bounty of 602 was pre-Dressrosa pra he get it for the events of Dressrosa? If was a after bounty would indicate that the Marines dont have that much info on the Revs, and the jurisdiction to combat them is in the CP9/0 hands, and not in with the Marines, that are the ones that issue the bounties. I think even Dragon probably dont have a bounty that big as some people thing, he is the "most wanted" pehaps not bountywise, but politicallywise, because he fuel oposition to the WG.

Larco getting a lot of L lately, I always knew that this phoenix was more like chicken... Those crashes with admirals or big Meme are all bullshit, same thing for Vista with Mihawk...
People have to stop deluding themselves with any "fight" for 1 minute.
for example, "Marco against Queen and King, whoever thinks he dominated, is crazy. Either of the 2 would get a extreme match against Larco.
later Mihawk will appear being one of the top tiers of the manga, and the guys will say that oda made a mistake on the PS because Vista "fought" against Mihawk and that bullshit. You don't know how to interpret things, that's what.
Can Marco be stronger than the other commanders? Yes. but it's no big difference.

But if someone as famous as Marco is only 1,374,000,000 B, then i guess Luffy being the 5th Yonko is reasonable. No other Yonko Commander has shown this high a bounty yet. King and Shank's officers are still unkown though, so this could still change.
In that sense i guess you could say:
5 billion ~ Pirate King Level (Whitebeard around 5 billion, Roger 5.5 billion)
4 billion ~ True Yonko Level (should be around 4 billion, Shanks, Big Mom and Kaido are all in this range)
2 billion ~ New Yonko Level (we have Teach at 2.24 billion)
1.5 billion ~ Yonko Candidate Level (we have 5th Yonko Luffy at 1.5 billion)
1-1.5 billion ~ Yonko First Mate Level (lowest revealed is Katakuri at 1 billion and 57 million, highest revealed is Marco at 1.374b if its true, Ben Beckman's is still unknown)
500 - 900 million ~ Yonko Commander Level (lowest is Izo at 510 million, highest is Smoothie at 932 million, Beast Pirate Yonko commanders like King, Queen at 1.32 billion, and Jack at 1 billion are outliers, considering how much damage and destruction they do), Shank's Commanders are still unknown
300-500 million ~ Revo Commander Level (lowest is Morley at 293 million, highest is Belo Betty at 457 million, Chief of Staff Sabo is 600m)
100-300 million ~ Rookie/Worst Gen Level (lowest was Mad Monk Urouge at 108 million, highest was Kidd at 315 million)
0 -20 million ~ East Blue Level (highest was Arlong at 20 million, new record was Luffy at 30 million)

The Warlord bounties have the biggest range and discrepancies, we have as low as Buggy at 15 million, to as high as 480 million for Weevil, or course this doesn't include Mihawk's who we still don't know yet. There is also the fact that Warlord bounties are frozen and may not reflect the true value of a warlord and their strength- like for example Boa Hancock's 80 million bounty was her first ever bounty when she was still young, and had been frozen during the time she was warlord ever since, until the Warlord system was abolished only recently.

Yeah, 100-400 million is like notable rookie, 400-500 million is when you start to be viewed as elite, 500 million-1 billion is for the lower ranking commanders, 1 billion-2 billion is for higher ranking commanders and when you start to be viewed as a monstrous threat, and 2 billion and over is like for Emperors and Pirates Kings.
