It really isn't. A captain isn't always the only member with leadership powers in the hierarchy. Not every crew is like the strawhats and even in the strawhats, there are very clear leadership dynamics. A Zoro and a Sanji are the people the crew looks to in trouble not an Usopp or a Chopper.
