A random person that is not Oda choosing a color for the colored manga and then Oda contradicting it later is not a retcon, it's an example of that individual being wrong and having no input from Oda, aka non canon.

Originally I thought it was supposed to be like there are X conqueror’s but only a very small subset of conqueror’s can use the infused version

It’s really just the SSJ problem where eventually every character gets to use the shiny new toy

It’s offset by finding out that there are stages past the first one. I do believe stuff like observation killing or other unique ways to use CoC will actually be rare

Oda didn't retcon Shepherds hair, the colored manga just gave him what they thought was accurate, and it was inaccurate.
