Gloriosa(as Elder Nyon) told Hancock she had no regrets following the man she was in love with. It could be seen that Gloriosa and Roger did had a relationship following the God Valley incident. Roger initially rejected her because he didn't like women throwing themselves at him. Gloriosa might had told Roger that Shakky is not interested in men throwing themselves at her. If we look at the setup:
Rayleigh was not enticed by Shakky's beauty
Roger was not enticed by Gloriosa's beauty
It would seem that Roger knows that Shakky likes Rayleigh all along. He was using Shakky as an excuse to hide his feelings for Gloriosa because Roger fears that she might reject him.
