It should occur to most of us that Mihawk probably hasn't been moving around independently his entire life. He wasn't always the strongest swordsman, and he would need a crew to help him even get into situations where he could challenge other swordsmen, wouldn't he?
It's an odd assumption to think that Mihawk was, even as a teen, roaming the seas by himself. He would be contending with who? Whitebeard, Roger, Kaido, Big Mom, and other people like them (Garp, Admirals, Sengoku, the other would-be warlords, etc). He wasn't just neg diffing them every time he encountered them as a teen. It's very unlikely (practically impossible) considering there's no proof he did anything like that.
