No matter how powerful your crew is, numbers will always be a factor.
Big Mom has 100s of extremely powerful soldiers at her disposal. It's impossible to take on an Emperor with a small crew.
Luffy snuck into WCI, but he would have failed had he not have the help of Fishman Pirates, Bege Pirates, Defectors from the BMP and Germ66.
We have even seen Whitebeard in his prime run away from Marines.
Not every battle needs to be fought, you have to be smart and tactical.

Bare in mind when Whitebeard went to war against the Marines, he didn't go with his crew... but ALL of his allies. Roger had to sneak into WCI since he didn't have the numbers.

Like Charlotte Mont'Dor said... even Roger wouldn't be able to escape what Luffy escaped. Luck is a huge factor. No matter how powerful you are, numbers will always be a factor.

If you don't have the numbers to go to war, you're going to lose. Wano also proves this too... Luffy went in with roughly 5k against 30k and he would have lost had there not been plot favouring him, and switching the numbers around.

Even Whitebeard didn't challenge Kaido in Wano, not because he wasn't strong enough to do so, but because numbers is always a factor. Lots of lives lost, his territory would be open to attack as we saw with the BMP pudding kidnapping....

Strength doesn't dictate everything, numbers is extremely important.
