Assuming that the discussion between Joyboy and Emeth that we saw took place after the defeat of the ancient kingdom by the world governement, why would the governement let Joyboy and Emeth be, and not capture them?

Is Joyboy stronger than all of those forces?

Yes. They cheated to beat Joyboy just like Kaido was going to lose to Oden and used dirty tactics to beat him
