I mean, there's better evidence for it in previous chapters. Remember Reverie? And how there are swords in front of the Empty throne? Those belonged to the 20 kingdoms. And who defeated the ancient kingdom? That's right, the sword boys of the 20 kingdoms. So yes, Swords>tech :endthis:

Seraphim mihawk with 1/10 of mihawks swordskill> Mihawk. According to the worlds smartest man.

And then those pesky yeti cool bros using a low level poison to knock zoro out. I shudder to think what Queen the plague could do.

The Seraphim aren't necessarily stronger than the warlords, but they're a superior replacement because they're loyal.

Mihawk was pretty loyal though. Only time i'd say otherwise is when he was a bit shaken up when shanks arrived and refused to fight.
One or two semi-loyal warlords compared to Crocodile and Doflamingo who overthrew/tried to overthrow allied nations, Teach who used the warlord position to gain power, Law and Jimbei who quit, Kuma who was a revolutionary that actively worked against the World Government whenever possible, and Hancock who is perfectly fine with turning random Marines to stone and turned against the Marines at Marineford.

I'd say the Seraphim were a good replacement all things considered
