General & Others Was the "World Draft" a wanted plot point?

During Dressrosa we learn that there was a "World Draft" where the Marines gained new soldiers after the events of Marineford and the battle between Kuzan and Sakazuki. but all that came from it were the two new Admirals. do you think there should have been more done with the World Draft?

The World Draft only exists because Oda didn’t conceptualize Admirals Fuji and Ryo until after the timeskip and needed an excuse for why they weren’t at MF

The Draft is actually a plot point later on iirc. It caused multiple kingdoms to rebel because their militaries had been drained by the draft.
